A single blue light glowed Monday in Charleston County Fallen Officer Memorial Garden to mark the 58th anniversary of Patrolman James Owens’ death.

The memorial at Rutledge Avenue and Calhoun Street honored the officer (one of the first Black members of the department) who was shot in 1968.
